David Tilby

David has been providing Quantity Surveying and Project Management services for over 50 years. In 2006 David formed Costplan Services Pty Ltd together with Rudi Piebenga our Australian Director and Ken Lewis which now trades as CPSQS Consulting Pty Ltd under COSTPLAN GROUP.

David was educated and commenced his career in the United Kingdom before moving to Australia to join Rider Hunt as a Senior member of staff before being offered Directorship. As a Director, David was responsible for overseeing the Queensland, Papua New Guinea, Hawaii, Guam and Philippine companies over a period of 15 years. David’s experience in different countries gives him a particular focus on the cost and logistical challenges that arise with different construction methods, regulations, social and religious differences which has enabled him to manage some significant projects throughout the South Pacific.
